Prior to joining OCS, Amanda was the third employee hired in another successful Washington-based healthcare technology organization - HBSI. During her five-year tenure as the Senior Vice President of Sales and Marketing, HBSI grew from a start-up company to a successful firm with more than 700 customers and 200+ employees.

Jeff Gilbert brings a unique combination of skills, knowledge, and expertise to home health and hospice research gained from over 22 years of analytical experience in finance and healthcare. Prior to joining OCS, he managed the clinical information systems for the Penn Nursing Network, a group of academic nursing practices owned by the University of Pennsylvania School of Nursing.
His healthcare analytics work has included economic analysis, decision support modeling, and the development of custom data collection tools to gather clinical, process and financial outcome measures.
Melinda Moore RN, BSN, Strategy and Planning Executive, OCS Inc.
Melinda came to OCS with a 27+ year nursing career, spanning from coast to coast. Having migrated from Massachusetts, to North Carolina and finally settling in Washington State, she has spent the last 17 years in home care management.
Supplementing a solid grasp of the challenges of operational and compliance requirements facing certified agencies today with acute care clinical nursing experience, Melinda has also worked extensively in the development and implementation of state- and locally-funded long term care and community-based service programs in Washington state. She is a former board member of the Home Care Association of Washington, and a participant on the Governor's Task Force on Long Term Care, and on several other state and county level work groups, including caregiver training, nurse delegation, and the development of clinical oversight standards. Melinda has provided testimony on health care legislation at state and local levels. She demonstrates a focus on patient safety, caregiver training and support, and data-driven outcomes determination in a variety of care settings.

Martha has been a strategic advisor to senior executives in healthcare for more than 20 years. As Senior Director of Hospice PeerForum, Martha directs the hospice product line and offers benchmark-based PeerForums and Topics in Innovative Practice for home health, hospice and private duty providers.
A recognized expert in healthcare benchmarking, Martha co-founded the Healthcare Management Council (HMC) in 1990. At HMC, she led collaborative benchmarking efforts among hospitals across the country, and she designed the home care industry's first benchmarking partnership in 1997. She consults in the design of benchmarking and performance improvement programs for industry vendors, state associations and individual agencies.
Sue Blockberger-Miller RN, BSN, Strategy and Planning Executive, OCS, Inc.
Sue Blockberger-Miller, a Strategy and Planning Executive for OCS, provides strategic analysis and insights to home care agencies through the use of benchmark and other normative data.
Ms. Blockberger-Miller has over 25 years of experience in the clinical and operational components of home health agencies. Before joining OCS, she led performance improvement initiatives for both regional and national, multi-office, home care organizations.
Tina Schwien, MN, MPH, Senior Data Consultant, OCS, Inc.
As a registered nurse with 15 years experience that includes staff nursing, clinical trial coordination and health policy research for the U.S. Government Accounting Office (GAO), Tina Schwien leverages a broad range of clinical, research, and technical skills in her role as a Senior Data Consultant at OCS. She earned a BA in Sociology at Whitman College and a BSN in Nursing at the Johns Hopkins University as an undergraduate. Her graduate degrees include both an MN and an MPH degree from the University of Washington School of Public Health and Community Medicine.
